en41 - Why City Population is not returning after CS+++ has landed and New city is founded and running ?

I have in world such a problem that I have not had in any worlds where I've been playing and neither in en41 earlier :

In en41 - world !

After I have launched CS+++ and New city is founded the free population in the city where from CS+++ had sent Does Not Return into lvl where it was before CS+++ was built up ? This Is Truly Strange And Annoying ! If SomeOnes of Ya just can help so Please send email : dubsoundcrew@gmail.com !
