Answered Account pushing - what is it and is it an offence?

I have read on one of the sub world forums that someone has been banned for "Account Pushing".
Can you confirm what this is and is it a bannable offence in grepolis?

There are no references to account pushing in the rules.

Account pushing is when a person creates an account on a world with the sole purpose to help another player grow (send resources, cast spells, give BP, sometimes even give the city away).

I seem to recall some point when I started when this was forbidden, but as figtree said, there is no mention of it in the rules (anymore?).
