No. Definitely not. There is no such thing as a "Pact" before BP ends, just as there is no such thing as a "war" before well over half the people in the core have CS-capabilities - either bully-boy tactics or slap-fights from an 80s nerd movie.

BP is about to end for most.. So i'l give it a go and see in a week if i should facepalm myself :)

1 Grim Sleppers
Share an area with TF, Looks like an MRA but smells a bit different - Float with huge tendency to Sink due to the first statement.

2 StarFighter
Positioned well and tight in O44, so their first steps in this world looks solid thus far -Swim

3 The Fallen
Biased.. But a definite Swim

4 Ctrl-Alt-Elite
The typical early world MRA.. Scattered as hell all over the place. This is an easy one - Sink

5 Legion of Demons
Got an academy in the top 12, so motivation and politics will be hard for them on the long run - Sink

6 Nordic Warriors
They have several almost 100% controlled islands which can be both good and bad.. The good is obvious, the bad is that it means no farming = slower growth. Judging by the long run i'l risk it and give them a Swim

7 HELLS ANGELS
Their name is in capital letters, which means that they will get an automatic Sink from me.

8 The Dominion
Seen them in another world where they got (female dog)slapped. They do have a couple of talented players though. Right now i'l give them the Sink

9 Elysium Guard
They look like a firm alliance with good position in O54 - Swim

10 Legion of Demons II
No comments on branches, apologies.

11 Phoenix
Rim alliance based in O65. Can't give the the swim nor the sink right now - Float

12 Gauls Utd
Share an ocean with EG, a war which will end in them Sinking.

Hopefully i'v made some nice 2-3 minuets of reading :)

Well if we are swimming then TD is definitely sinking - we're at war :D

One of the leaders decided to naval attack without LS XD

1) Turning out to be better than I thought, number 1, and doing nicely on the ABP/BP table also. Surprised by these guys and think they can do some stuff. Float

2) Again, just an average alliance like one, expected it to be where it is, #3 in ABP so doing nicely. just like any alliance :) Pretty happy with this alliance Swim

3) I don't know if many are still under BP? but I am disappointed at the amount of ABP these have gained so far, with being #4 in points then you should be really hitting top 5 ABP, or even top 10 BP. I hope these are still under protection and to see abit of flare, otherwise disappointing. Sink

4) Who is attacking you? There's not alot in your ocean :p But these look good, not as high ABP as CAE but, nether the less and good alliance from the start. Doing everything I expected it to. Swim

5) Considering the way they are located I am pretty happy these have any ABP at all, sharing an island with no farms however my prove to be a problem this early. Should be better ABP, but I can understand why it can't. Keep it up, looking good. Swim

6) Caps are annoying, Everything about this screams average, and basic. Don't see much of a problem with these guys, may be wrong, but doesn't seem to be a problem. Sink

8) Looks like a decent alliance :) 8 points, 4 ABP, this is what I like to see, someone making a statement. Can see these guys staying for awhile. Swim

9/10/11/12) All average for the time being, probably not in core so - it'll be unfair to make any real judgement for them currently

The way we get DBP is the unescorted naval attacks that feed us lol

Gauls Utd thinks a few border attacks is the same as declaring war.

Wow 15 pages already, just gone through all of them, nice to see this world forum is very active. I would like for it to stay this way. Although there is a few semi-off topic comments in this, I will keep them up just because I'm nice :)
