I've noticed this a few times on rare occasions and it seems to only happen when recruiting slingers, but when a larger recruit order for slingers is finished the recruit que will show that its fully complete and at zero slingers left to recruit but the icon will still show in your barracks and wont start your next order of recruiting land units. Thus far the only way I have been able to get rid of this is to cancel the completed order then refresh the page, don't know if anyone else has seen this as well, btw I use Google Chrome browser and don't know if this same issue shows on the mobile app.
