Its not a big deal, since you start with 3 cities... culture lvl7 is just a matter of one day or so...

I tend to agree with Beniss as it is part of the game and his money. As for me, I would prefer to buy a new pair of shoes (two months pay checks as they have red soles), but to each her own.
