You need to obtain cultural levels to gain a new city slot. This can be done in a variety of ways. You can find each way in the agora building in your city. Victory Processions, Olympic Games, and City Festivals. Each takes a different resource, VP takes battle points, Olympic Games take gold, and City Festivals take wood, silver, and stone.
