I voted no, simply because the proposal includes a resource reimbursement, and because BP is more valuable practically ingame than resources (later in game, of course) all you need is one other player to work with and you can both relieve one another of unwanted troops with minimal effort.

Great idea, it stands to reason that this should be possible and I have often wanted to do this as you can in other games.

Im not so sure about the timings involved or the resources you get back, but I am sure the Devs will be able to iron these details out.
