i reset to play in the new en game but since resetting i have not been offered quests , they normally come every 2-4 hours , never had this before , and it was fine before i reset my city is at 1500 points so i normally get them by now

You can normally fix these kinds of prolonged island quest delays by logging out and then logging back in. Sometimes the quests just get stuck and the relog helps to reset them.
