Does Oracle Prevent Viewing

I know an Oracle DETECTS a spy but does it also prevent that spy from viewing your city or are you still reliant on the amount of silver in your cave?

Only way to prevent spy is to have enough silver.
Oracle lets you know you have been spied no matter if the spy is succesful or not.
