Question Farming Villages

After taking a new city, unable to farm at villages on island, can anyone know why, or is this a bug?

you have to "buy"/ take the farms with bp points
you don't automatically get them

Seems like there should be an option to possible gain the Villages the City once had, like a quest choice.
