IMO the only draw back to this world is there isnt much fighting.

The advantages:
You only battle those of a similar size.

The problems:
It's hard to find someone to attack and battle a limited war. thus limiting the ability to use this to lower your troop levels.
Ditto BP's limited battles means limited BP's.

The solution is Friendly war.
Player A posts on here a city thathe/She want to have attacked.
Player B attacks.

Before you attack you will need to PRIVATELY
communicate troop/ship levels in the City to be attacked
and whether you wish it to be a close battle, or a total destruction of troops/Ships.
If you dont wish for some unit to be destroyed simply move these unit before the war is launched.

By joining this special alliance you need to understand that if any player wishes to withdraw they simply post it in this thread.
This is a "handshake only" Alliance and does not effect any other alloiances.
It is assumed that if you go to war with anyone participating in this "club" your first priority is to your real alliance.
There will be times when someone decides to take advantage and not follow the rules.
Depending on the severity, the rest of the club members agreeto halp deal out a vigerous and devastating penalty.
Remeber this is a club based on honsty, loyalty and depedability.

Any thoughts, ideas, suggestions.
eventually we can add a hierarchy voted in place if the numbers suggest that is needed.
