Can I Restart On A World?
Yes, you can. Go to "Settings" and then "Restart". Note that all cities, units and resources will be lost with the restart. As well as this, you may only restart if your beginner protection has ended.

But in 138 multiple people are ghosting while in protection. Is this a bug or was there a change made?

I have tried ghosting before while in protection (years ago) and it wouldn't let me so I know the wiki was correct at one point.

Yes it's possible to restart while in protection provided you haven't restarted within the last 7 days and you haven't changed your email in the last 7 days either. We can look at updating the wiki to properly reflect this.
