make it so that people cant ghost when their city is revolted, and delay the ghosting until all RRs have ended
pretty sure nobody likes when you put someone in revolt, person ghosts and someone else yoinks the city

i think its more important to disable the RESET or DEMOLISH features in academy and senate if the city is under revolt

well its not that common for people to demolish and resetting is nice at least i wont have bad academy
it could also be just bad for the defender, what if i want to reset something to research ram/phalanx.
