Open a World with diff Culture settings
Have you Checked the DNS and PSI lists in the Archives?

Details
Current Culture settings
Everything stays the same up to level 8
If you are at Lvl 5 Culture and lose a city you will still be at Lvl 5 with a open city slot
and keep all your Culture Points
If you have over 8 citys
And you lose one youre going have re-earn some Culture Points
Example:
You are at Lvl 10 Culture with 112 Culture Points(Lvl 10 + 4)
Lose a city to "TheBigBadWolf"
Your new Culture Lvl would be 9 with 88 Culture Points (84 for Lvl 9 + 4)
