Ingame mods do not have access to the tools of the worlds that they play.
They can also give an unlimited amount of troops to any given player

Not unlimited at all. Giving troops that cause the free pop to go into the negative would break the game. And there is no way to add CP to an account.
And they can destroy your City with one click! Everyone knows that little Mod Trick
Not so much destroy a city as delete an account with one click.
