heroic tactician

i have a question regarding the heroic tactician award.
do i have to found a city or does the city i start with count towards that? i have all the other pre-requisites i believe so i was wondering if that is why i have not received it yet. i currently have 6 cities but they are all conquered except for the first one obviously.
any help and clarity would be appreciated.

you must found a city. The first city does not count otherwise why include it in the award

oh ok.i was trying to avoid that. i currently have a city average of close to 11k.:D
