Inability to increase level of academy in city conquered recently

On Selymbra in my city Corinth (https://en99.grepolis.com/game/index?login=1&p=5925094&ts=1508712971#) which I captured last week, there is a strange bug. I cannot increase the level of the academy beyond level 10 as there is no link present on the academy to enable it. I have absolutely no idea how to fix this). If it is not a bug, it is close to one. Can anyone help?

do you have all the things needed in order to build an academy?
Requirements: Senate level 8, Farm level 6, Barracks level 5
do you have enough resources and population?

start there and if those check out you can move on to other things

Senate level is 15, farm is 13. Resources and population are fine. It was the barracks at 5 that was not there. Thank you, I feel really stupid, but I have never conquered a city where this was not the case especially at point size 1169. It is working and that explains the problem.
