Not a Bug Large Island Anchor Points Missing

When a world passes into the WW stage, what happens to those anchor points that never had a player? Will they go live or just vanish permanently?

Also, I see a number of islands with some cities and some anchor points, but other potential spots without an anchor point or an invite 'pad' -- just blanks. Will these be filled in at any time, and what happens to those points if they are not used by the time a world goes into WW?

you invite someone onto the island then conquest their city. Repeat until satisfied....
