Losing last City while founding

Hi this is my first time so excuse anything i do wrong.
If my cs is founding a new city but during that 12 hours my only other city is taken does that mean ive been wiped out and have to restart or will i get that city i was founding?

You must restart. The CS and all troops die and the founding stops.
