Answered Naval Build Times Confusing

Hi

I'm on a speed 6 world and I/m building biremes in two cities.

City 1
Level 19 harbor
Shipwright researched
Build time is 15:02

City 2
Level 24 harbor
Shipwright researched
Build time is 16:58

I don't understand why city 1 is building faster. Are there any other factors that affect this?
The only other potentially relevant difference I can see between the two is that City 1 has Poseidon as god. Would this affect naval build times?

Help me with this confusion please.
