I think we have a category error here. Of course the breakthrough is not the best option in this case, but sending large LS numbers on breakthrough is not the single worst thing you can do out of all options open to you, or even close. They are still 50% effective, as opposed to the unescorted transports and land troops against biremes, which are 0% effective.
50% is still more than zero, yes ?
To be worse than the unescorted attack, you would need to send unescorted transports first, then LS to arrive afterwards on breakthrough with no land attack (maybe a few swords and archers, but still worse if they go in unescorted).
I vote to reject the submission of the player who clicked breakthrough, in the presence of large numbers of literally infinitely less effective attacks.
Breathrough button is not so far away from normal attack or revolt button anyway - a mistake made in less than a second. Not building light ships in large numbers takes weeks of effort to get wrong.
