Might be my fault 
Last time I defended against an attack from Tiny Teddies, it happened, and now it happened when I try to take a city from them
But yeah, this is getting embarassing. Always acts up around this time. I have been dealing with that for at least a week in a row now. Completely unplayable for a period of 30 minutes or so.

Why Phi?
Are all the 2.0 worlds this unstable, or do we just happen to have a developer who shouldn't have access to production? This world goes down too often. I don't believe we just happened to get the one flaky server...

I play in Tau, Rho and Psi. I have never had similar problems there.
