As it stands, the Phoenician Merchant, (besides the early game) has been a rather underutilized mechanic. I find myself just skipping or not even noticing he's parked at a city, because how underwhelming he feels. The ability to trade in silver or other ress currency for Hero coins I think would make him a lot more appealing for sure.
