When there is a new world coming out, it will be announced in the "Announcements" forum. This will be done by the Community Manager of the game. They will usually give you a couple of days of notice. The moderation team do not know any further in advance than you do.
In this announcement, details about when the world will come out will be included, along with what some of the settings will be.
