Beginner Resizing

Ok I know that this is a stupid question but I did a forum search for it and came up with nothing. I was wondering if you are able to resize an image that you get off the internet (i.e. google image) and if you are. How? Please, answer.

Its really quite simple. First, right click on the image and click 'save image.' Go to where you have saved it and right click on the image. Go to 'Open with...' and select Microsoft Office Picture Manager. Then, click edit at the top and resize. If you don't have that, try Windows Live Photo Gallery and do the same procedure.
