The ritual Plague token from Pandora's Box that generates Ritual Demoralized army is not working on all cities.
It seems to work on small cities, but it does not work on cities with a lot of support. I don't know the limits of what "a lot of support" is, but it did not work on a city with approx 50k defensive land units along with the native support troops in the city.
This is similar to the Chain Lightning token that was reported where it did not work on a world wonder siege that had a lot of support. Could the reason be that the Inno servers can't manage the workload of such a request?
Of course, the value of the token is when it is used on cities with a lot of support, so it is basically a useless token.
