SOTW question

I know that we have a SOTW in progress but I still want to ask a question about the format of the files we are allowed to submit. Basically we are given a size of the image: 500x200 pixels. So, with that being said, are the 2 images below similar or different?

Yes, they are. The top image is acceptable as it only fills up the stated 500x200 pixels. The bottom image actually takes up more space even though the sig itself still only takes up the 500x200.
