Where is the: We hope you recieve the same Negative Rep in return

I keep hoping they are saying thank you for participating. All good rep holds no value without the alternative...bad rep. But that is just me.

I guess a question not asked will never be answered so I have to ask: What is the purpose of negative and positive reputation? And how do you get either? I am fairly new at participating in these public forums so I have a lot of catching up to do.

Reputation is when a player thinks that another player's posts are relavant, funny, interesting, ect.
Negative reputation is bad, and positive reputation is good. You get it from people rating you.

No, because if they say it with the +rep, they have to say it with the -rep.
