How about this for a spell.
You must use 2000 favour on a city from each of the 5 Gods.
The favour must come from your own stock.. no alliance help.
The city must be Maxed out at senate.
It allows you to... ( drum roll )

Move the city to an empty Coloniztion spot.

WOW huh... :0)

The spell isn't horrible, but it's not worth the effort.

Agreed. But id love to do it.. and might help an allaince create a WW Island.
