So. My question is whether someone changing alliance while simply being attacked constitutes a refugee or whether those attacks have to actually show a degree of progress (a city lost, or a CS in place and having to be uprooted) .
I would say there are generally two reasons for attacking someone.
1) To farm them either for BP or resources
2) to conquest their city
(there are people who attack just because they dont like someone but we shall ignore them).
If they are being attacked for the purposes of farming, or the purposes of conquest then they are refugees because they are seeking refuge from said attacks.
