If you kill all the units in a city. and then you try and LS nuke the transport ships, why do they not die?

you have to wipe out the land units in the city before you can take out the transport ships. but like Velrios says this belongs in Gameplay Questions

What im saying is that i AM wiping out the land units, and then i try and send a LS wave to clear the trasport ships, but it doesnt kill them, even when all the land units have been killed.

he must have rebuild another unit or activated militia

No cause i have spied after my LS failed and there is nothing but the ships in the harbor, if they support just with transports and no units are the ships invulnerable?
