Unable to cancel CS

In two different worlds, I have had a note to say I can cancel a CS as the city to which it was sailing has a new owner. No opportunity given to do so - a cross used to appear against the attack but this no longer happens

If you send a CS as a revolt attack then you can't cancel it. Is that perhaps what happened?
