What is the story with multiple warlords and Phoenix anyway?

Warlords western did a massive merge with Optimum and were put into two alliances Ashes and Phoenix in an attempt to split themselves from the main warlords alliance but they still secretly helped each other and are still pact. Warlords central now look to have merged with Mercenaries and they are both still working with each other. The biggest MRA EVER !!!!!
