Where has it gone

Hello
Anyone know where the city on my Island has gone.
It seems to have disapeared totally not turned into a ghost city. there is a little white flag inviting someone to build there.
It was only a 175 pointer and I dont think it was ever used I farmed it a couple of times but other than that it had no activity

When 175 point cities become inactive for a long enough period of time, they disappear because there are no buildings to demolish. Same with ghost cities, they just keep getting smaller and smaller until they go down to 175 points and just disappear
