why can't I launch an attack?

I'm building up my base, got some land force, built a few boats, but I can't launch an attack.
It only allow me to "PLAN". the "attack" is grayed out. I don't believe that I'm under initial non-attack protection.

Your target may be in protection still.
You should get a message saying so if that's the case. Whatever it is, you should get a message actually.

Yea your opponent is probably under beginner protection.

good thought, but i could see whether a target is under protection when i hover over the grayed out "attack" key, like "the beginer protection for this player will run out blah blah".

i tried many target, and i could attack none.

Are you trying to hit people on the same island?
If not, I would say insufficient transport capacity.

Any other info that may help figure out whats wrong?
