If this was truly representative of Athenian democracy then it would be direct democracy and wouldn't have a ruler. So, to say that your argument is against there being a "senate" and not a ruler that forces the people to do their bidding without putting it up for a vote seems a little silly now, yes? That sounds like a stupid game anyway. I, for one, like ruling these little people and forcing them to do my bidding. I wouldn't want to leave it up to these little fellas whether or not they wanted to dance after I win a great battle - I want to click a button and make them shake what their momma gave them while waving colorful stuffs around. It makes me feel happy.
