That is correct. Once a city foundation has started, there is no way of cancelling it. It is not an option under Agora. I've tried it and I think Grepolis doesn't want to fix that. If you want to found a city, think so carefully before doing it.

you have 10mins to withdraw it, but there is also a way to withdraw your CS after that too

otherwise just have someone else attack your CS after you have withdrawn all your forces from the siege
