Zuretha Bonus Attacking

In order to receive the bonus on ships from Zuretha when attacking, do you actually need to send her as part of the attack? Or does it act as a city bonus so you can just leave her in the city and still get the buff?

I'm pretty sure you have to send her with the attack. Actually, I think all the heroes are this way.

You have to send her. All heroes with boosts in battle have to be with the required army
