* Overview of the bug: Banner allowed even though requirement hasn't been met

* I have performed a quicksearch of the forums using a select few keywords relating to my bug to see if it has already been reported: Yes
As you can see the alliance has 48,000 points. but they have a flag which needs 400,000 Points.
Alliance: Samurai
EDIT: Just to check I was able to change my alliance's flag to a skull which is a highest level flag!
