Buildings no update

Is it normal for buildings not to be updated? I upgraded my quarry and it still shows the previous level, like nothing has changed. I relogged in but it is still the same. I've clicked on the quary themselves as well as the senate but the level is still the same. Is this a bug?

If you are talking about the graphics, then they only change when you upgrade it by a few levels, and not with every upgrade.
