Yep that's right, you can become technically brilliant at Bolting other players the other side of the world, knowing that an attack on you wont happen as the player you bolted is over 200 hours away and you've only got a 2000 point city.

This contradicts the previous quote, as the best players in the game will know that you don't need to send Biremes to pillage and gather resources from unknown lands.
