conquest not working

I've researched conquest but when i target a player it doesn't show the conquest button. I use firefox, ive already tried relogging, hard refreshing, hard refreshing while logg out. please help

There's no conquest button. If your attack successfully defeats your targets navy and land units then you put the city under siege.

Please refer to the guides; they're a great help.
