Not a Bug Culture Points gone

I am new to the game and i am level 8 in culture i needed 84 points to get level 9 i was 1 point away now i log back on and i only have 79 points what happen to all my points? Someone please help this is the 2nd time this has happen.

Are you resetting researches in the academy?
For every tech you reset, you loose 1 culture point.
