Not a Bug Divine Envoy removed when changing gods

If training Divine Envoys and changing God, those Envoys in training are removed from queue with no refund.

According to Tooltip, Envoys should not be removed when changing gods!

This is because when Envoys were first released people would build a load of envoys, change the God in the city, then cancel the build essentially allowing them exchange favor. Now when you change God it cancels the envoys and you lose the favor.

I would be ok with changing god and cancelling envoys resulting in no refund of favor, but at the moment, it automatically cancels the envoys without refunding favor, rather than leaving them in the training queue
