I would say go "acquire" a copy of Photoshop, probably a CS5 or 6, prior to their creative cloud edition. That's a pain to get running without doing it their way.

That is, of course, if you ever want to do more than put text on top of someone else's picture.
If you do, drop whatever that online paint clone is, and get a real photo editor, come back here and ask for tutorials and help.

Alternatively, stick just to that and be clear about it.

The rep button is the star at the bottom next to the report button.

The rep bars are the green bars next to your name.

These go up:

or down:

Rep is added and deducted like this:
