The external Grepolis forum for the english version is what you see now. Its pretty much all about the en. version of Grepolis. Each world has their own forum, and there are also places where you can report bugs, etc, to better the game. There are many guides and there is also the wiki which I strongly recommend you read through...thoroughly.
As for moderators, well, they're here to keep the forum civil. There are moderators that take care of different sections, such as world forums, bugs/guides, etc. To identify a moderator, their names are different colors to normal members. However, don't be discouraged, they are friendly people....
