Militia in ghost town?

Maybe it's because the player that had went ghost had activated militia before his/her account was deleted... Because the ghost town keeps all troops in the city at the time of deletion maybe the militia was stuck in the city until someone cleared the city...

I think he activated it and then quit. That somehow must mess with the system and keep them there instead of counting down? Maybe?
