Is the name a person uses in a forum the same in the actual game? Also can a person have another name in the forum

Only if you create a secondary ig account and then make a forum account for it... (It is legal to have 2 accounts on 2 different worlds)

people are allowed multiple accounts in-game provided they are in different worlds, but only one forum account as far as i know (which could result in forum name and IGN differing at times)
