I only just joined this world, and I am tiny. Having only one city sucks. But then everyone (exceot Caesareth) has one city at this point in the game. So... why have a top 12 players yet? Wait until players have double figures of cities and BP in the four-five figure region.

Top 12 players should be on Merit and BP's not how big of a point whore they are. I couldn't care less how fast someone builds a city, and/or how many points they have. The best players are usually atop the ABP's list.

Kinda irrelevant on this world, as, assuming your use of the term 'pointwhore' refers to Caesareth, he is also the #1 attacker by a long way.
