Simply YOU can't as you are not a mod so you can't lock threads etc.
The picture you posted first is of your User CP and that is the +/- reputation that people have given you.
To give or receive reputation you click the scales underneath that person's avatar.

No you can't block. But you can put someone on your ignore list and all of their posts will automatically be hidden from your view. Everyone else can see that member's posts however.

It's like a chess board. first number is abscissa from west to east, second number is ordinate form north to south
